Some time ago owing to the unusual finansial strin- geney the Cabinet issued an order suspending all payment of specie against notes of the Bank of China and Bank of Communications. This is obviously a temporary measure

and is different from the issus of ideonvertible notes. To learn however that arising from the suspicion of the merchants and people several forms of evil have sprung up in this connexion calculated vitally to affect the

future finanse of the country. The Cabinet has now been

instructed to devise measures for the maintenance of the

market. The notes of the two Banks are factors on which

the credit of the whols country ralies. They are therefore as good as actual silver and absolutely guaranteed by the Government. AB Boon as the financial market has improved

we guarantee that these notes shall be convertible inte silver as per their face value. The merchants and people should therefore not entertain suspicion but continue to use the same so that these notes may continue to sirculate

The various and the national aurrenay be respected. official organs are hereby ordered to give instructions

to this affect so that all may abide by the same.
